The "fast scroll" problem happens when applications auto-paste data into themselves, usually into a buffer for inspection. This often does something really important (excuse the sarcasm) like turning a paste menu or button on or off.
Starting with ClipMate 6, the "powerpaste shield" option can sometimes defeat the clipboard snooping - but not always. You can try turning it on or off, to see if it improves the situation. See tools | options | pasting.
Otherwise, you need to disable the clipboard monitoring in (or shut down) whatever program is monitoring the clipboard. Usual culprints are FTP clients, "download helpers", PGP clients, the Office2000/XP clipboard, Copernic, any any other clipboard-aware programs such as clipboard spellcheckers, printscreen utilities, etc. Remote Desktop applications often do this too, and usually have an option to sync the clipboard between sessions - turn it off.
Some specific programs known to cause this:
- Copernic
- CCED by http://www.cced.com.cn/
- Office Clipboard - see instructions to turn off (updated March 1, 2013).
- Tab Browser Extensions (TBE) by Hiroshi (Mozilla/Firebird) - instructions to turn off
- PowerPro
- emule - http://www.emule-project.net/ (can be turned off in User Preferences)
- USDownloader
- FlashGet / FlashGot for FireFox
- Google Earth - why in the world does THAT need to monitor the clipboard?
- iTunes
- Any sort of Remote Desktop
- Macro Programs
- FDM Download Manager
PLEASE consider leaving comments if you find an application that is causing trouble, so that it will help other users troubleshoot this.
I have recently upgrade to MacroExpress Pro (Insight Software at http://www.wintools.com/) and it appears to affecting the Powerpaste function of Clipmate (set it on and it runs up the list). I have explored turning the Powershield off and on, and having Clipmate ignore MacroExpress Pro without success.

I have this issue with provide support console, providesupport.com which I need to run along with clipmate.

I too have Macro Express Pro. I tried to find & disable the app in ClipMate v7.x (Application Profile) but was unable. I even used Sysinternals - ProcessExplorer but the names don't match up. So for now I can't use the PowerPaste :(

It also happens with Surfulater, one of my favorite pieces of software. :-(

Surfulater and MacroExpress:
Solution: don't have Surfulater running and uncheck Use The Clipboard Hook in M.E. preferences

In Windows 7 the culprit appears to be Firefox add-in Skype extension.
Added at: 2010-12-08 03:11
EmEditor has the same issue, too.
Added at: 2011-02-11 16:36
I have fixed the EmEditor issue by adding "MaxClipboardHistory=0" to the eeCommon.ini file.

The Firefox extension DownThemAll! is also causing this problem.

The link for turning off the clipboard in Office is not working. I have Office 2010 and the clipboard is not displayed, but how do I ensure that it's not monitoring the clipboard?
Added at: 2012-05-02 17:20
The problem also is caused by using clipboard sync programs between Android devices and computers. I want to have both capabilities (clipboard syncing and PowerPaste), but the only way to use the latter is to disable the sync program, a real pain. I hope someone can figure a work-around for this.

Using Word 2013, now under Win10 (but did the same thing under Win8.1) and powerpaste is dumping the whole list when I go back to the application (Word). Can you shut the clipboard monitoring off in Word? DW

In my case PhraseExpander is the culprit. I exited the application and all when well.

Also causing a conflict is the very useful (for Chromebook users as Clipmate isn't available for it) is the Chrome browser Extension: Clipboard History Perhaps the author could make appropriate changes to the code of the extension: https://github.com/Deliaz/clipboard-history Or better still provide a version of Clipmate that works as a Chrome extension?

I manage to get power paste working again 1)open File tab 2)Run: Repair/ Compact Database (Simple 3)Run: Repair)Run Cleanup Now (Aging and Purging) 4) Close and reopen Clipmate. It should work now. To see all the programs using your systems clipboard download a program called PhraseExpress. Their an install and portable edition. Open it in your collapsed system tray and click on the Program restriction icon. Select program shows you all the programs using your systems clipboard.

The common Trusteer Rapport security software installs a service RAPPORTMGMTSERVICE.EXE that monitors the clipboard and causes the rapid scrolling. I uninstalled and clipmate powerpaste works fine now. Don't know when some other software will re-install the security software since it is often associated with on line banking.

I tried to PowerPaste several sets of music lyrics I had copied from online. Suddenly I was having the undesired scrolling effect in ClipMate. I used the instructions to disable the Clipboard in the registry, but that didn't fix the problem with those lyrics. But when I tried PowerPasting other texts in ClipMate that had formatting stripped, it worked. So I stripped the formatting from the lyrics using Ctrl-Alt-T in Clipmate and PowerPaste worked normally.

Sometimes when I am entering things into Breevy (and ClipMate and MSO are running), phantom pasting occurs. For example, I paste something into one Breevy field, then click focus into another field, then the previous field gets a second paste many seconds after I was done with editing that field.I figure that one of these programs is doing something with the clipboard and clumsily manages to screw up my work. It doesn't happen often enough to force me to change my methods.

Office 2016 is my problem, and Microsoft says it isn't "feasible" to disable the clipboard. I did get some instructions about a change in the registry, but the value I was to add was already there. If anyone knows of a fix to this, I'd be most grateful to know it. I use PowerPaste a lot in Word.
Added at: 2017-09-03 05:04
This note puts together two of my previous ones. In one, I related how I found that I could Power Paste items gotten from the web if I stripped the formatting first. Last April I said that Word 2016 was being a problem, and that Microsoft won't allow the disabling of their clipboard (in case that's interfering with ClipMate). So I'm back to my original fix: highlight the clips in ClipMate to be pasted, use Ctrl-Alt-T to strip the formatting, and then PowerPaste will work.

I followed Rick Wade's instructions of highlighting all copied items and pressed ctrl - Alt - T. That fixed my problem for power paste as well. (I also have Office 2016).

The recent update to Office 365 created this issue on my PC. I tracked it down to Excel. So I switched on the clipboard feature "Collect without showing Office Clipboard" in the clipboard optios in excel. All back to normal. Phew!

It looks like the culprit is a new service introduced in the October 2018 update. It's called the "Clipboard User Service". If I stop and start this service, I can get the Clipmate PowerPaste to behave and misbehave consistently; i.e. a reproducible problem. The service cannot be disabled, so I hope a fix will be forthcoming.

Thanks to the person in 2014 who named Chrome browser Extension: Clipboard History as a culprit. That was doing it on my computer.

Although I know I am probably tempting fate by posting this, nonetheless I seem to have stumbled across the solution to my problem. I've disabled the new save multiple items (sync across devices) in the clipboard settings in W10. Follow these instructions. https://winaero.com/blog/enable-disable-clipboard-history-windows-10/ PowerPaste is working again. Yay!

The problem of scrolling occurred suddenly, and having tried all the options I could think of I then realised that I had recently updated Windows 10 to version 1903. I had the recollection that this introduced multiple clipboard into the operating system. I therefore went to the start menu and chose settings and in the search box I typed 'clipboard'. Under the selection for 'Clipboard history' I changed the option from 'On' to 'Off', and this got rid of the problem.

Thank you to Keith Williams. I turned off "Clipboard history" without stopping the rapid auto-scrolling, but with "Clipboard history" and "Sync across devices" both off I am able to power paste again. This is Windows 10.0.18362.

After finding a few fixes in the past for PowerPaste rapid scrolling, nothing now fixes it. I installed the program PhraseExpress suggested further down in this thread to see what apps monitor the clipboard. They include Chrome and Firefox and several other things I don't think I can delete. So now I'm looking for another app like this one that might have that function.
